Future EU power grid planning framework
The TEN-E Regulation (Trans-European Networks for Energy) is the EU’s legal framework for planning, developing and funding cross-border energy infrastructure. On 10 December 2025, the European Commission proposed a major revision of the Regulation as part of its European Grids Package.
Like all EU laws, the revision has to be agreed between three institutions. The Commission makes the proposal. The European Parliament and the Council (representing national governments) each adopt their own position. All three then negotiate a final text.
Europe’s grid planning rules are being rewritten, but the process is complicated. To help negotiators, we created simplified process maps showing how the updated Regulation would work in practice under each of the three positions.
Use the arrows to compare the three positions. Click any map to open the full PDF.
